Rendering 1080p games @60FPS isn't a problem actually.
It's a developer choice between graphics and frame rate.

They can very easily make the game look like, say, COD and have it run silky smooth.
Or they could make it look like (Insert very demanding game) and have it run at 30FPS.

No, you cannot expect 400$ worth of hardware to do the work of 1000$ worth of hardware.

So they will make the switch to Legion sometimes, because Dust can't live on the PS3 forever. But the project has to continue if CCP wants to get money out of it. What we're currently playing is just the Beta of Legion. CCP wouldn't throw so much money into a project like Dust if they know that they'll just have to abandon it in the next 1 or 2 years because of the PS3 becoming obsolete due to dying hardware.
